VA Back Pay Across the December 1 Boundary — Two Rate Tables, One Award

An illustrative retroactive award runs from a June effective date to a decision the following May, crossing the December 1 date on which VA compensation rates change. The months before and after the boundary are paid at different tables, and the computation itemizes each.

The illustrative household

A hypothetical veteran has an effective date of June 15, 2025 and receives a decision dated May 1, 2026 granting a 70% combined rating, with no dependents on record. The span crosses December 1, 2025 — the date the 2026 VA rate table took effect — so part of the award is valued at each table.

Walkthrough

Step 1 — payment starts the month after the effective date

38 U.S.C. 5111 sets payment to begin on the first day of the calendar month following the month in which the award became effective. An effective date of June 15, 2025 therefore produces a first payable month of July 2025, not June. The partial month at the front of the span is not prorated — it simply is not paid, which is the single most common source of surprise in a retroactive total.

Step 2 — the span ends at the decision, and monthly payments take over

Retroactive pay covers the months from the first payable month through the month before the decision. After that, the ordinary monthly benefit begins. VA states that most retroactive payments arrive within about 15 days of the decision, as a single deposit separate from the first regular monthly payment.

Step 3 — VA rate years run December through November

VA compensation rates change each December 1, keyed to the Social Security cost-of-living adjustment announced the previous October. That makes December 1 a hard boundary inside any retroactive span: months on the earlier side are valued at the outgoing table and months on the later side at the incoming one. A single monthly figure multiplied by a month count will be wrong whenever a span crosses that date.

Step 4 — each month is valued at the table in force that month

The engine walks the span month by month, and for each month selects the most recent rate pack whose effective date is on or before that month. Months from July through November 2025 resolve to the 2025 table; December 2025 through April 2026 resolve to the 2026 table. Both packs are verified transcriptions of the VA.gov rate tables, with their sources stamped below.

Step 5 — the itemized total

The computed result shows the payable month count, the split by rate year, and the total. Two arithmetic details are worth noting: the rate rows used here are the veteran-alone rows, because no dependents are on record, and a dependency change inside the span would move different months to different rows. The site carries rate packs back to a fixed earliest year, so spans reaching further back are flagged rather than silently estimated.

Takeaway

A retroactive award is a month-by-month calculation, not a single monthly rate multiplied out. Two rules do most of the work: payment starts the first of the month after the effective date, and the rate table turns over every December 1. Figures here are estimates computed from published tables — VA's decision letter states the actual award, and only VA determines effective dates.
